I think an interesting hostile mob that could spawn in water or near water would be hostile frogs. These would spawn in groups of 3-4 and wouldn't do much damage or have much health. However, other than doing melee damage, they'd have an additional attack where they'd spit a sticky fluid that adds a layer on top of blocks (similar to snow) that makes players move slowly like in soul sand. The toads would spit this fluid from underwater before launching their melee attack on the player on land, ambushing them. The sticky fluid despawns after a day but can be broken with a silk touch shovel, dropping a slime ball. A slime bomb could also be crafted by adding a slime ball and a piece gunpowder that could be thrown to create the same effect as the frogs spit. The frogs would drop frog legs when killed which can be cooked into cooked frogs legs which heals 2 hunger.
These hostile frogs would be an interesting addition to Minecraft, making players more weary when staying near the waters edge. Being caught in some spit while being pursued by other hostile mobs would be a real threat to look out for. And additional sources and utilities for slime could enhance combat even farther as splash/lingering potions of slowness are simply too expensive to craft given its effect.
I really hope these would be added into Minecraft along with the Swamp Biome update that's coming soon!
