What is parity? This category is designed just for features that exist but work one way on one platform, and another way on a different platform. Bugs are not parity! The animation speed for kelp and seagrass is really slow in Bedrock which results in the animation looking very choppy. It just isn't nice to look at at all. It would really be nice if the animation speed is adjusted to match Java's. It looks a lot nicer in Java.
