Currently there is TNT duplication I assume this will be fixed at some point.
But there should be some way for renewable TNT this is my suggestion.
TNT block has data value called "explosive level" starting at 4, with a minimum value of 1.
TNT with explosive level 4 -> current explosion size, 100% items dropped
explosive level 3 -> 90% current explosion size, 100% items dropped
explosive level 2 -> 70% current explosion size, 99% items dropped
explosive level 1 -> 40% current explosion size, 95% items dropped
A dispenser can be placed facing a TNT block, containing sand. When dispensed, a new TNT entity will be summoned that goes through the TNT block in the direction of the dispenser. This entity will copy over the explosive level from the block. The block's explosive level will be decreased by 1, with a minimum of 1.
A dispenser can be placed facing a TNT block, containing gunpowder. When dispensed, the TNT block's explosive level will be increased by 1, with a maximum of 4.

This would of course reduce the OP aspect of TNT duping as it is today (of course this change would require TNT duping to be patched too).
It also has interesting redstone mechanics.. you have to decide if you want to replenish the gunpoweder and how much you want to do so, to increase explosion size and drop percentage.
Sadly this wouldn't work in flying machines in the Java edition of the game, because dispensers are immovable in this edition.
