Icy Wandering Trader
The Ice Variant of the Wandering trader would be the 2nd way to get arctic enchants. These would be villagers that spawn randomly in the Ice Dimension, and the trader would trade at least one of these enchants. To keep it from despawning, you need to name it, and then to get more you can breed multiple traders using carrots, potatoes, wheat, or bread. Each trader will sell at least one arctic enchant, and if you keep your Icy Wandering Traders from despawning, that could be an easy, reliable source of the 3 arctic enchants, which are:
Freezing - This enchant can be applied to crystal hoes and swords. For a hoe, it freezes the crop you right click it with. This means that the plant will stay at the stage it's at, allowing for more decoration. For a sword, it will freeze the mob you hit for 1 second after an attack.
Insulation - This can be applied to any armor and it will decrease the amount of damage you take from being in water in the Ice Dimension.
Ice Walker - This increases your walking speed. It can only be applied to boots.
