This would be set to false by default and ideally would be two different commands. One for health, and one for hunger.
This would work similar to Mending but instead of the experience going to repair a tool, it be going to either the health or hunger respectively, which ever is lower if both are enabled.
I think 5 experience be a good thresh hold for half a heart/hunger of health. About what a player receives for killing one zombie.
This be for alternate play styles for those of us looking for a new and creative way to have a survival experience, in much the same way the existing "/gamerule naturalRegeneration false" command already in the game does.
I think it be great for map makers and for veteran players looking for PVE that rewards skill and taking risks more, as it only regenerating half a heart/hunger you you would need to master not going getting hit in order for it be effective.
This would also require players be more mindful of their hunger and health while mining/trading/ect least they miss out on experience used for repairing and enchanting.
