Full Inventory Customization

Currently Resource packs only can change the look of GUI. I feel like it could be really awesome for Resource Pack makers to be able to reorganize the slot positions for their packs. This would allow basically anything to be done to them, and with better GUI. Like an inventory bar at the top of the screen, or a more compact inventory.
