Cicadas are an insect found in warmer climates around the world. Cicadas are known for being quite noisy bugs, and in some places, every few years, a bunch of them emerge from the ground at once.
Cicadas in Minecraft would be great because cicadas would add life to wooded areas. Cicadas could spawn in forests, birch forests, covered forests, swamps, and jungles (and those biome's variants of course). Similar to how the 1.13 fish added life to bodies of water, cicada's can add a bit of life to these biomes through noises and the presence of more life. There could be a few different species of cicadas, possibly even with different cicada noises.
Cicadas would be a smaller, passive mob that can fly. They prefer to perch on the side of trees, but they can still move a little on the ground. Like fish, you would be able to catch them and place them again to make them not despawn. You would have to use a sort of bug net or something to catch it. However, you probably wouldn't be able to actually tame it.
When killed, cicadas could drop a Cicada (like how pufferfish mobs drop a Pufferfish). The cicada item could be a potion ingredient for a new potion and also a food item (fun fact: cicadas are reported to be quite nutritious).
