Golems should have a minimum of 50 health and a max of 75, each villager in the village raises the total health possible for all iron golems by 2 points. Due to village and pillage update, the amount of iron golems isn't directly affected by the population anymore and any village can spawn any amount of golems (just less likely,) to compensate for the loss of numbers, we need to make it up with strength. This would encourage players to improve a village. Also it makes more sense considering the fact that there is more to protect and is a bigger village so it needs more strength to manage. A bigger village is also theoretically more wealthier (and can collect more taxes) so they can afford better guards.

However, if we were to say, go from 25 to 15 villagers, the iron golem wouldn't immediately take 10 hearts of damage; instead, the amount of health he still has is 75 out of 65 (think of golden apples,) but once he loses those ten, it cannot be regenerated (even with health potions) unless the population rises again.
Every villager that grows into an adult should regenerate 5 hearts of health up to the limit for the golem, this would be awesome as golems cannot regenerate health
