Change to deleting resource packs(bedrock)

So I think that if your on Pc for bedrock, when you delete an item, it should put it in your recycling bin instead of completely deleting it. I don't really see the point in not doing this, as I thought that was how it worked, so I deleted a pack so I could update it, but it wasn't in my recycling bin.
