Thunderstorm mob

When there is a thunderstorm a special mob that looks like an end crystal with a super charged creeper effect will spawn it becomes stronger the more experience the player has and attacks using a random enchantment it will drop the book for that enchantment so time your attacks carefully!

    This is a cool creative idea! Maybe there should be a special way to summon it, so it doesn't catch new players off guard. All the hostile mobs have indicators, to make sure you know what you're getting into, whether it's just night, or a generated structure. Maybe there could be several lightning strikes in a row to signal its arrival! The enchantment it uses will have to be from a specific list. I don't know how it would even attack you with looting, or mending, or silk touch. It would have to be a combat enchantment. Maybe fire aspect, or smite, or sweeping edge.
