Currently, every time a Zombie (Or Zombie Pigman) is hit, it has a small chance of completely ignoring knockback for that single hit. It's completely random, and there's no inbetween, they either take all knockback or no knockback. At first, I thought it was a glitch, but apparently it's a feature: https://bugs.mojang.com/browse/MC-104648
I believe All Zombies should spawn with a certain percentage / number, which will determine how much knockback they take from every single hit. More resistance is exponentially rarer than less resistance.
The chances would be balanced so that the average amount of knockback multiple Zombies take is as much as or even less than the average amount multiple Zombies would take currently.
Baby Zombies would have their knockback resistance hard-limited, or even completely removed to balance them out and make knockback resistance a staple ability of normal Zombies.
Of course, there still is some randomness to my suggestion, but I think this change would be much better for PvE because once you find out how much knockback a specific Zombie in particular takes, you can strategize and change your actions accordingly, rather than having random knockback chances be completely unpredictable. As a bonus, it also would make the Knockback enchantment much more useful over multiple hits.
