Gamerule command to disable enhancement restrictions

I found out that there isn't a way to make stupid powerful sticks anymore so I think there should be a command to disable those restrictions.

There should be two different commands, one for disabling enhancement level restrictions and another for disabling multiple enhancements in one item restrictions.

For example it was possible to make stick with knockback 10000 before and recently there was the bug that allowed multiple protection enhancements to be put into one armor. So those should be allowed back with commands.
