Hear me out before moving this into the Biomes and Dimensions category.
A new dimension called The Void would be a good addition to Minecraft. By default, it would have nothing in it: no terrain, no mobs spawning, nothing, and there would be no innate way to get there in Survival. Datapack creators have been using the top of the nether or spaces in the end void to implement custom terrain generation to make new "dimensions", but this means that you can no longer use these places for other survival things, like farms and big builds. This new void dimension would provide a place for people to make their own custom terrain, mobs, structures, and more, without overriding a part of a dimension.
If you wanted to send a player there you would do it with /execute in minecraft:the_void run tp @p <some coords>. You could set spawning rules for this dimension with commands, such as with a new /gamerule variant: /gamerule voidspawning [entity] [true|false]. By default, the spawning rules for entities would all be like they are in their native dimension, but they could perhaps also be changed with a /voidspawning [entity] [condition] [value] command, where a condition like light level or block/structure it can spawn in/on gets a value. If I wanted to allow blazes to spawn in any light level on any block in The Void, I would do /gamerule voidspawning minecraft:blaze true, and then /voidspawning minecraft:blaze light_level 0..15.
