Regardless of what texture pack a player has, give us the ability to customize a mob. Here are a list of examples
Skin Editor- gives player ability to change the design or color of a mob similar to how people create custom skins. This is very great for adventure map makers.
Sound Display: Players can change the sound a certain mob plays whenever you hit them, walk, or just idle. (Example: I hit a zombie and it makes a firework noise)
Change Behavior: Players can change the behavior of there custom mob. (Small examples. They can make it to where it will go in attack/chase mode from 40 blocks away. Or even only attack players until it is night. Or even only attack players when they enter a specific zone of a area like a entrance to a castle.
Special Effects- Ability to give mobs particle effects or even special powers.
Once finished, they must name their custom mob. To access a player's custom mobs/spawn eggs they must enter in the text "/give @s custommob.block" to access their custom mobs/spawn eggs.
I am aware you could propably do some of these things with command blocks or modding but just a suggestion to make things easier for players.
Even though some of these things can propably be done through command blocks
