Allow /forceload to be executed from other sources

Currently the /forceload command can only be successfully used by the player. In the bug tracker this was tagged as working as intended, saying that this feature could bring a server to its knees. While this true if used improperly, so could many other commands including a simple repeating command block with a "/summon" command.

Adding this functionality makes sense and would open up a few new interesting possibilities such as chunkloader datapacks.
