So basically I think when you activate cheats on a world you should be able to choose what you can enabled and what to disable I'll make an example
Switch Gamemode to Survival or Creative (Enable or Disable)
Resources and Behaviers (Enable or Disable)
Experiment Gameplay (Enable or Disable)
Education Edition (Cannot be changed if switching to survival and creative is disabled)
Fire Spreads (Enable or Disable)
TNT Destory (Enable or Disable)
Mod Spawning (Cannot be changed if switching to creative and survival is disabled)
Daylight Cycle (Cannot be changed if switching to survival and creative is disabled)
Disabling switching gamemodes means you can't ever enable it which goes for the same of any other things that you can disable
I made this suggestion because I would want to make a cheated survival world but there would be no point if I can just switch to creative
