Shifting and Changing Items

You previously were able to switch items whilst shifting in 1.13. Whilst bridging across ravines, lava, etc, I found it annoying that in 1.14 I wasn't able to switch to my other stack of dirt. Changing this I think would be a minor, but nice fix.
