Snow golems are quite useless they can only knockback hostile mobs. You should add snow golems give slowness effect and could maybe freeze mobs they should also do at least 2 or 3 amount of damage.
Update:
Snow golems should be able to hostile mobs the freezing effect just like powdered snow, it will be able to damage mobs overtime. However this will not effect mobs with leather armor on. Snow golems should also be able to knock phantoms out of the sky with their snow balls. Snow golems should receive a buff in snowy biomes or when it snows, this buff will allow them to do damage, increase health and maybe give slowness.

After like 5 years the feedback site finally let me login lol, so here are my new ideas which include some of ur comments. With the powder son affect I said previously.
Snow Golems should be immune to powder snow
Snow Golems should only do between 1 to 1.5 hearts of damage.
Using shears on they're pumpkin will change its face, also giving them a lights source will change the pumpkin into a jack-o-lantern which the lights respective colour.
Being made out of snow happy ghasts could be attracted to them maybe allowing the mob to breed or have a unique interaction for example a small speed increase.
Snow Golems will occasionally shed frost balls (similar to armadillos and they're scutes) they can't be thrown as far as snow balls but do 1 hearts of damage and give slowness for 5 seconds.
