I feel like they shouldn't do any damage at all but if they really have to at least make it not damage horses. Since they spawn in taiga biomes which are hard to navigate on horses, it's ridiculously easy to get stuck and just have your horse take damage until it dies. I'm pretty sure horses don't get hurt from bushes like that in real life.
