Vanisher Mob

So, this is an idea I got from a dream that was basically Carmen Sandiago from Where in the World is Carmen Sandiago (it's an old game) as a Witch.

in this dream, I was watching a Smallishbeans One Life episode. He was in his house (that looks nothing like his house), and this mob appeared. It was a villager with a red coat/robe/whatever villager actually wear, and a red fedora. This mob called the Vanisher can randomly appear anywhere, and then teleport up or down a level in a multistory building, teleport to a different room, teleport right outside the building, or teleport anywhere. It also has potions, like witches. as you can tell, it would be a very dangerous mob.

I was thinking maybe  the vanisher could be an End mob, and maybe in end cities there's a chance you'll find an end-style witch hut with a vanisher, and inside there would be a cauldron, a brewing stand, and a chest. The chest could have mundane lingering potions, dragon's breath, etc.
