In Minecraft, some blocks have an effect on entities that walk on, fall on or pass through them. That's why I think a "doBlockEffects" (or [insert a better name here]) gamerule should be added to disable the effects of the following blocks:

Ice, Packed Ice & Blue Ice for their acceleration

Soul Sand & Cobweb for their slow-down

Hay Bale for their falling damage reduction
-
Slime Block for their bouncing
-
Beds for their falling damage reduction & bouncing
-
Cactus for their damage
-
Fire, Magma Block & Campfire for their fire damage
-
Wither Rose for their wither damage
-
Sweet Berry Bush for their slow-down & damage
