(Java Parity) Change resource packs while playing

Needing to exit the world to change resource packs is a terrible experience. It's a waste of time and disconnects anyone currently playing. Java Edition can change resource packs in-game just fine.

    I especially don't like having to close the game to add or change a resource pack

    This is a great idea however it could be hard for lower end devices such as older phones.

    This should only be available for devices that support it. Some devices won't handle in-game resource pack switching well.
