Potion effects should make sounds when applied to/taken from the player.

A small, simple addition that would add a little bit of ambiance to Minecraft.

The sound effects for each potion would be different. For instance, fire resistance potions could make some sort of flame noise, glowing would make a shiny sound effect, invisibility could sound like a soft gust of wind, wither would be a dry, crumbly sound, etc.
