Stairs/Slabs Command

1. WHAT: /slabifi And /stairifi

2. WHY: so the people can make STAIRS and SLABS out of their favorite blocks

3. HOW: cut the block in half for SLABS and cut a quarter off for STAIRS

NOTE: the slab command is /slabifi <block name> And the stair command is /stairifi <block name>

That's not how the game works, the game needs IDs and block states for blocks, every stair block has it's own ID, every slab block (in java and later (hopefully) bedrock) too
You can't just "create" new blocks with commands
