    Maybe also ringing on a redstone input. This could create awesome mechanisms

    The only problem with this is that redstone activates bells already. Maybe what it should be is that it will only ring due to redstone if powered with a repeater, preventing possibly a game-breaking glitch.

    If you place an Observer output into a Bell and an Observer facing the Bell outputting to a Redstone Lamp, Observers can already detect the Bell being powered (thus ringing) as a state change, the tweak needed is to change the active state from Powered to Ringing, just like a Redstone Lamp has a Lit/Unlit state, and then having manually hitting it cause the same ringing state without powering any Redstone around it.

    TL:DR - State change = detectable, Powered = state change, Ringing =/= Powered & it should replace it.
