Skeleton in nether? Seems weird to me...

It seems weird how overworld skeletons appear in the nether like how did they even get there... I think skeletons should NOT spawn in the end however the wither Skeletons should remain there. unless a normal skeleton goes through the portal himself, there is no way they should be there
