Adding a /setskin command

A command that can temporarily change the players skin untill he or she exits the world or Server. It can be used by going /setskin [Skin Database, skin of a current player in the world or a skin file the player has on his or her device]. Also another use can be /setskin reset to reset the players skin to the skin the player has chosen.
