The current Observer block only lets out a temporary 1 tick pulse after detecting a block update. This can be a bit of a problem when you need a perpendicular output upon a block update, because more then likely you'll need the plus to be extended by another 1-2 redstone ticks. I think that the Observer block's tick pulse length should be adjustable, simular to how you can adjust the delay of a repeater. This would allow people to build smaller machines and with less lag and impossible work arounds.
