When you are making your redstone suggestions, please note that Java and Bedrock will not have the exact same the same redstone systems - this would require redoing redstone system completely on one platform or the other. The two systems are functionally different and are going to stay that way. Please be sure to tag your suggestions with (Java) or (Bedrock).

Can toggle to switch between the two states, for rain (or rain snow in snow biome) and for clear weather, just like the existing daylight Sensor for day and night.

    That's a nice idea

I like this idea, however, I think it could simply be included into the daylight sensor itself as another type of sensor setting when right clicked. The current design for rain sensors uses daylight sensors, but doesn't work all the time; still like this idea!

This can be done with a cauldren, it fills up when raining. I dont think a new block would serve any purpose, you can always tell when a thunderstorm is rolling in too. Maybe just add the ablinity to empy a cauldren using a dispenser with water bottles or buckets.

I just posted an idea how to change the weather system, and your idea fits it with a little change. On my concept- the weather wont be everywhere the same, it will depend on the cloud around, and in some places rains will be more often than in others. So how about a compasses that will show us the closest weather?

I mean, like storm compass will lead us to the center of the closest storm, and things like this.

LaNiBlackLight I'd like to see such a thing but my idea on the weather sensor is more of a local weather detector, like the daylight sensor. So I think your idea should be considered separate from this one as they aren't that similar.
TippiestComet63 Cauldron setups are nice to have and can be very well done, but I'd say it would still be neat to just have one "slab" do the job.

I also want something like this. My ideas for use include spaces that automatically get cover when it rains, dams/waterways that open into a river when it rains, etc. all very aesthetic things but it would be cool!

This would fit very well in 1.17 being crafted like a daylight detector but with copper instead of quartz, as copper reacts with water. Maybe lightning storms could give a stronger signal than normal rain, and snow gives a weaker signal? Right clicking it would invert it like normal daylight detectors giving the strongest signal output in clear weather.

An idea for power output values:
    Clear - 0
    Snow - 5
    Rain - 10
    Lightning - 15

This could have a variety of uses such as automatically retractable lightning rods, an automatically deploying roof during rain, or lights that turn on to melt snow. There are a lot of uses for such a block and the copper recipe works well in my opinion.

Is it supposed to give a signal when it is bad weather

This would be great for command block build , i could add a system where you cant use the fire spell when raining , and where water moves or even lightning moves are increased  , it is needed minecraft please add the rain detector

i think it should be that you can make it sense certain weathers like how the daylight sensor and how you can make it tell you if its night or day for instance f its snowing it will send out a redstone pulse

Snow and rain are the exact weather value. This is the reason why there is no /snow command. https://feedback.minecraft.net/hc/en-us/community/posts/360025068251/comments/360012967891
