Updated ui for "scoreboards list function"

Ever since scoreboards have been added to Minecraft Bedrock, the "ui for the list design has always seemed wonky to me so i created a new layout for this design that I feel would be more function for us players. This layout adds a button that toggles a screen open/close that shows all the stuff that the current list panel shows but in a more effective way. This button wouldn't show up when a scoreboard list isnt activated (like the current list ui does now). https://twitter.com/wildthegamer_/status/1040717191900024832
