Add Snow to Weather Codes

Instead of just having clear, rainy, and thunderstorm, there should also be snow. I have found myself wanting snow in a flat world or in a plain area or a mountain and have only been able to get rain. An update here would be greatly appreciated by, not only myself, but others as well.

    There is a set temperature for each biome.  If the biome is cold enough, it snows.  Otherwise, there is rain. 

    I think that there should be a command to set the temperature of an area e.g:

    /temperature <x> <z> <radius> <temperature>

    It would set the temperature of the world to the set temperature within the set distance from the vertically set point.

    I love the snow so much, i deeply hope minecraft has snow as a command soon. I have some amazing ideas!
    It would be cool to have an option where snow cant melt as well, like how fire dont spread.

    Minecraft, you better add this, or else I'm never gonna buy stuff from you ever again, and then I'm gonna uninstall minecraft, and I will never reinstall it
