Besides villagers or the famous Illagers I think they should have underwater villagers also known as the Gillagers (get it? Gill/Villagers)

Things that are too similar to existing mobs or just variations on a theme probably should be avoided. You know you're veering too far into this when you're like "it's a X, but (feature) instead".
This feedback is incomplete and not really useable by our team in its current form. Can you explain what you're looking for? What would they do? What makes them unique?

It's rough but I see where your going with this. Instead of making a new underwater village and villager type lets go with a new "intelligent" mob called the Gill. They would resemble mirpeoples (mirmaides) and hunt the drowned similar to endermen and endermites, wolves and skeles etc. A chance to spawn near ruins or wrecks in small numbers and they can be dolphin jockeys at will, mounting and dismounting. The nautilus shell is easily obtained by fishing or the drowned farms so why not use shells, fish, coral etc as trades for a new unique item only available from the Gill. They could be attracted to the conduits power and gather near ocean side villages seeming to attempt interactions with Villagers.

Yeah I think Gillagers could be like villagers but underwater and poses different routines and behaviors unlike the villagers...
They are more like mermaid villagers or aquatic villagers
That could be cool but you already haves the drowned. They would inevitably turn Gillagers into more drowned. Drowned coding would need to be seriously altered.
I mean its an drowned villager like the mob DROWNED introduced to minecraft so lets called it as drowned villager why? just zombie villager are same tho :)
How can we make a village or how can we generate a village if doors are not available underwater???
How about making a tameable fish mob? Like maybe altering turtles or dolphins for fast travel above and below water. (Well not really fast compared to turtles but you get the idea.)
Also for the Gillager's we could maybe make them have a guard version (for fighting off the drowned similar to the Iron Golem but fish like.) They would trade some sea like items. Like make them trade ocean specific items and enchantments and are willing to trade for other stuff like uhm... Turtle shells? Dolphin Fins? You know fish. They could also trade fish items and... Uh... This is really sounding like an Update Aquatic 2.0

They could sell tridents. Gillagers could also swim around and maybe ride dolphins.
This would be kinda cool because there are underground ruins. That could explain why the ruins are there
Mermaid Villagers that function and trade similarly to Villagers would be a fabulous addition now that 1.13 polished oceans and 1.14 polished biomes. Perhaps they might farm Kelp or a new underwater crop.
Creating villagers that wear turtle helmets to breath underwater a place with unbreakable conduits maybe? They could be close to old pirate ships or ruins where the bell could be located as a place of worship. Then you could have drown villager zombies for zombie villager variant. Add more sea life adding rideable seahorses, pet turtles and dolphins and pet crabs. Adding in catfish that hid in dirt (mud under water) so a soaking block like sponges made from a sand dirt and gravel variant ( use cross and x pattern for sand and dirt and gravel in the middle costing 9 blocks, make special lamps out of gold nugguts instead of iron that work underwater for lights.
There could be introduce new gem like sapphires to pay those Underwater villagers for items. Sapphires are blue like the Ocean thats why. Fir example if there could be villagers in the Nether you pay them with Ruby because the most used color in the nether is red.

Gillagers: These ocean dwellers would be able to swim faster than the player and would be afraid and run away from drowned zombies and if attacked would turn into a drowned zombie. They would grow kelp farms throughout the village for food and breeding purposes. They would trade aquatic items such as prismarine, kelp, and sea-grass as well as normal items like gold or enchanted items. Each Gillager would have a profession based on the same professions given to normal villagers. Guardians and Elder Guardians would not attack these deep sea villagers.
Aquatic Villages: These villages would be a rare spawn in deep ocean biomes. They would look similar to the style of builds in ruins, but be fully build with waterlogged blocks, paths, lanterns, coral reefs, and more. They would house the Gillagers as well as carry loot in special chests. The village would circle around a statue that would house a conduit that the dwellers would congregate around. Ocean Monuments have an extremely rare chance to spawn with a Aquatic Village around it.
Prismarine Golems: Would spawn in Aquatic Villages. They can be created by the player in a similar way iron golems are created except substituting the iron blocks for prismarine blocks and the pumpkin for a conduit. These golems would have the ability to swim around the water when chasing a mob and would walk across the ocean floor when idle. They would protect the Gillagers with their lives.
Just adding to the idea.. i really like it
Maybe it should be Mermaids instead of Gillagers.
Based off of TippiestComet63's comment. The "Gill" could have the role of iron golem be filled by a new type of Guardian or they could be another neutral mob like the Piglins.
Maybe the "Gillagers" could look similar to the drowned, and would have a dead variant, like the Villagers do.

Or instead the Gillager the underwater-wandering-trader (maybe the far-traveled trader) not another version but a leveled
trader. he could trade tridents and totems of undieing or endercrystals and only can be spawned within another structure the "Ruined Market" where you have to use a traders token on a simple wandering trader.

Yes. Gillagers would be awesome. By the way, Gillagers can't breath air. Actually, back in the stone age, there was a remote group that hunted only fish and kelp. This group spent most of their time underwater. To help them, they started turning semi-aquatic. Eventually, they grew gills and turned completely aquatic

Their is also a Prismarine Golem, made with Primarine blocks (duh) and a fire corral Block

You can breed gillagers, though it may be different, given fish lay eggs, so it may be more like sea turtle breeding. Villagers should be able to be breed with bread, and you should be able to breed gillagers with kelp. For oxygen reasons, they can't ride dolphins ( Dolphins breathe air, Gillagers breathe water). They can ride squids, though.

The Converter(offhand), a device that turns water into air, so you don't drown while living underwater. ingredients(in order): 1 nautuis shells, 1 diamond, 1 nautuis shell, 1 redstone block, 1 conduit, 1 redstone block, 3 prismarine shards
