    Rainbows will form in rainstorms when it is not cloudy (add that too). I feel a little off topic...

    Maybe to command a rainbow you have to make it rain first? The command could be something like /rainbowstart ?

    Perhaps make it so a certain task is faster with a rainbow like with raining and fishing, perhaps an increased change of a magical mob spawning.
