Instead of skulls, It should be maybe the new phantom memberance

@KatesamJames123 why should the phantom membrane drop from a bird mob?  Because it flies?  I thought it could have a chance to drop a skull or zombie head as an alternative way to obtain those mob heads.  They are already very difficult to get, considering that it requires a charged creeper, and for that creeper to blow up and kill a skeleton or zombie, which is very tricky thing for the player to do without dying.  The zombie vulture could drop those as it is a corpse-eating creature.

The mob heads are now listed as a treasure item, so make them drop feathers

@brenn boyer I've already listed feathers as one of the zombie vulture's drops, as I have already labeled them as an obvious bird mob.  I thought the vulture could be a rare mob, and their zombie variant even rarer, so the zombie variant's drop can still be considered a treasure item.  As I've mentioned, the zombie vulture does not naturally spawn, but only converts from a zombie/skeleton-infected vulture at random.

NICE IDEA, I also think normal vultures should attack you when yo have low hp because in real life vultures attack at dead and dying animals.

@Vedat YILDIZ good thinking!  Edit: though, as this mob will scavenge the player's dropped items upon their death like a body or scraps, that's bad enough.  I love the concept, but I don't know if others would like that inevitability put in-game.  Also, could you remove your duplicate comment please?  Thanks for your feedback!

They should attack you (only) if you are low on health. They should also sit on cacti and not take damage from them.

@Yekul Ten I don't know how I didn't think of them perching on cacti before.  👍

I think that the normal vulture should have a chance to drop a new item that can only be obtained by killing one although I have not thought of this item. I do really like this vulture idea though

As well as these vultures stealing the dropped items, they should drop the items themselves once killed, so as to give the player a chance to get their items back.

May I add a suggestion. Perhaps vultures can be breed with rotten flesh. Or maybe will lead players to their last death when fed rotten flesh.

Vulture attack should be only when the player is low on HP AND is not moving. There may not be time for this change to the script but I decided to post it anyway.

They should rarly drop a broken elytra so players would have a reason to kill them

What if the zombie vulture would attack players no matter what because zombies like to attack players so if it was infected by a zombie it would take on zombie like traits... oh and also I love the idea about dropping mob heads because they are extremely difficult too get and if the zombie vulture was rare it would keep the difficulty...

Zombie vultures sounds terrifying. Imaging them AND phantoms.

What's the point of Phantoms now?

I like how they store the items they steal from the player. That sounds much better than it sounded on the Minecon Live video!

Maybe the Vultures would have some kind of home base like the pillager? A rare nest could spawn filled with loot stolen from players, baby and adult vultures can be found here and will attack a player that gets within 10 blocks of a nest. It would be located on a tall spire making it difficult to get to the top of the nest to acquire the loot...new boss perhaps? Vulture king??

    (Just an idea)

Based on what vultures are like in real life, I propose a few changes from what is stated here. First, I think they should also spawn in plains, savanna, forest, and swamp biomes, and in mountains as condors; next, they should also drop rotten flesh since that's what makes up most of their diet; and lastly, it's a myth that vultures circle around dying prey (they circle because catching the upward-moving wind on the circular thermals enables them to stay aloft without using much energy), so that should be removed.

You did say a vulture becomes a zombie when infected by infected vulture right. But what is an infected vulture?

I agree with the vulture but I don't think they should add a zombie variant for every mob in the game. Normal zombies, zombie villagers and zombie pigmen are enough for me.
