    Amazing idea! I have been thinking about this! A few thoughts: If the spawn effect isn't universal, maybe something simple like a zombie crawling out of the ground for zombies! This could allow certain mobs to spawn closer to the player than currently active right now!

    a shader that makes them 'materialize' like in other games (like BeamNG.drive)

    Maybe just for hostile mobs? I don't want to hear every pig and sheep go blip as I'm walking around. The blip should function as a warning that something is wrong, like a spider sense.

    If zombies and skeletons could burry out of the ground if they spawn on dirt, just like the warden does... that would be epic! Creeper as plants (?) could fit into that category aswell.

    I also like the idea of wither skeletons materializing out of smoke.

    they could also be a faded image then slowly become more and more solid

    there should be a game rule to turn this off and on  so servers and low and devices don't lag

    Maybe I'm asking for to much but here are some ideas: 

    Zombies and skeletons: could rise from the ground 

    Creepers: could appear in in a flash (like a miniature explosion that does no damage)

    Not sure for spiders?

    Enderman: could teleport in

    Pillager: A poof (like a smoke bomb)

    Slimes and magma cubes: could rise from a puddle of slime/lava  

    When making an iron golem: The iron could merge into the shape of the golem

    Feather clouds for chickens
    Zombies crawl out of the ground
    Skeletons have bones come out of the ground and assemble together
    Iron golems you can see the t-posing Iron scarecrow turn into a golden
    Blazes appear in a puff of fire and smoke
    Creepers explode into existence

    Enderman would have the easiest spawn effect to make as they can just teleport in from the End the same way they already teleport

    Zombies could climb out of the ground, like the warden does! Endermen could spawn in with their teleporting sound and particles. Blaze could materialize out of some yellow and smoke particles that come together. Different mobs could spawn in in different ways.

    This would be cool. Maybe you could use the animation for summoning arrows/effects/traps found in 1.21 Tricky Trials.
