We should be allowed to use downloaded resources as global resources just like in every other version of Minecraft Bedrock.

I know this post is old but I have also run into the same thing and figured that even if the original poster doesnt see this someone else will. I think the cached packs goto this file directory, "/data/user/0/com.mojang.minecraftpe/files/treatments/treatment_packs2/RandomCharacters=". I found this in the "/storage/emulated/0/games/com.mojang/minecraftpe/valid_known_packs.json" file as I have a few cached packs and realized that this is different from what I normally find while scrolling down the list of valid known packs, "/storage/emulated/0/games/com.mojang/resource_packs/PackFolderName". I have been unable to find the cached files unfortunately and can not figure out why this is, this is from an android user by the way if the directories look weird to you.

I have found a way to do this on PC. The path is: C:\Users\{user}\AppData\Local\Packages\Microsoft.MinecraftUWP8wekyb3d8bbwe\LocalCache\minecraftpe\packcache\resource
And that's all the cached packs.
    Hope this helps :)
