Choosing Sea Level

I would love to have a command /choosesealevel that chooses the block on the Y-axis that is the top of the ocean. The default is 63 but if u wanted to make snow mountains the only land or drain the ocean this would be an amazing option for you!

    Great idea or to creat a complete underwater world like Atlantis without the upper world or iceberg with extrem underwater lvl

    This can already be done with an NBT editor or when you make the world in the world generation settings, a command would not be very helpful.
