What you're calling “color coded lighting” has already been implemented in the newest version of vibrant visuals!! It's pretty cool if you want to check it out. The soul torches emit a blue glow and stuff. I can't quite figure out with the rest of your post means, but for the enchanted thing the items already glow, and it's adjustable in settings. It's not lighting that affects the blocks in your world if that's what you're asking for, and it would be impossible to do that according to Mojang. Not sure if that's what you were asking!

vibrant visuals does not look good already. light puts a white film over the over saturated colors, shadows jitter between two pixels when its position is somewhere between, the water surface is way to opaque.

the thing i see most shaders do wrong is make light sources have colored light. orange light sources should not emit orange light. it's not only ugly but lessens their utility
