Limit mobs to two leashes

Currently mobs can be tied up to an exorbitant unlimited amount of leashes which does not look really good. Limiting the amount of leashes would still allow infinite leashing but being more strategic about it. For example, instead of leashing 80 boats to one single happy ghast (poor creature) you could limit a max of two boats and then each of those boats could have another single boat below (since they are already leashed to the happy ghast) and so on.

    I like this but perhaps there could be a gamerule to setup how many leashes entities can have and the default amount could be two, that way those that like it how it is right now could increase the amount.

    There could be a sort of weight limit for leashed mobs. When there are more than a certain amount of leash connections to a mob, the mob can slow down, and possibly fall faster, or for happy ghasts, even starting to fall without control.
