Harness shouldn't take less leather than a pair of boots to make

Currently the Harness recipe uses three leather. For something that covers a mob that's at around 2.5 by 2.5 blocks, three leather feels way too little for it, especially since leather boots take four. I would either increase the leather required or add saddles to the recipe.

  Yeah, the recipe must use saddles instead of leather
