/dosnowlayers command

So the snow layers mechanic is pretty cool, but it has a flaw that settling in a snow biome looks ugly after about 10 days.

so thats why we need a dosnowlayers command, self explainatory but should not be locked behind cheats. because snow layers is not very impactful on survival beyond making everyone play canada driveway simulator every 20 in game days for a good looking base.
