Client-Side Toggles for Locator Bar

As "active" of a UI element as the locator bar is, I think it's important for accessibility for individual players to be able to modify it in Vanilla to reduce that UI activity if they need. I've seen that the Locator Bar is editable server-side with gamerules, but I think it should have client-side toggles as well. Speaking for myself, I'd be likely in most cases to want my locator bar disabled, and in situations where I have it on, I think it'd be nice (although perhaps a bit atypical with the Vanilla Settings UI—maybe a type box?) to be able to lower my receiving range past the server maximum, if not also the transmission range (maybe the ability to do the latter could be gamerule toggleable as well).

  Yeah, that is a good option but also this locator bar must only show up when you are holding a compass, that way it does not interfere with the xp bar much when you have it enabled and compasses get a new use.

  Yeah, it really mess with my eyes, those dots pop up here and there, that does need to be toggleble.
