Allow the Founder's Cape to be cross-compatible with Java.

As the title says, I would like the Founder's Cape to be cross-compatible with the Java version of Minecraft. I think its a genuinely cool cape, and being able to use it in both platforms would be a nice addition. Recently, we've been getting events that give you capes that let you use them on both platforms. So why not go through the back catalog and make some Bedrock capes compatible with Java? :D
