Add windows arm64 support for bedrock edition

since bedrock edition on windows is currently just supports X64 platform, it would be nice to support ARM64 support for windows laptops and surface devices, Snapdragon 8 elite and Snapdragon 8 plus chips are very caple Chips and future qualcomm chips for windows will just get more powerfull and more efficient, even if some features wont work on a native bedrock client on windows, it will be an start for portable and efficient minecraft gaming on these devices since minecraft bedrock is so much more optimized for devices on battery

    I agree also since the current architecture listed in the Microsoft Store is "ARM" which is disingenuous since that means 32-bit ARM which has been deprecated (nothing supports this anymore on Windows). 

    Installing from the Microsoft Store instead installs the x64 version, which runs poorly in emulation. We need a full working ARM64 version, which I know can be done since there was already a 32-bit version.

    Still waiting for a Windows ARM64 version to be released; even at minimum settings, the frame rate drops on my Snapdragon X1.
