Happy Ghasts can shoot Fire Charges

If you’re riding a Happy Ghast, you can use Fire Charges to launch a ghast-like fireball. This could be useful to destroy buildings you no longer want to have in your world and it would give fire charges more gameplay purposes. To make it less overpowered, you could only launch one every 3 seconds, just like normal ghasts. And in PVP situations, other players could be able to punch them back to the rider.
