This idea has many parts: Wind Chimes, more Overworld Ambiance, and Herding.
Wind Chimes - Main Idea:
Wind chimes are made of wood and metal. Their block model is based on the chimes with stands driven into the ground, and the chimes that hang on the sides of fences and walls. They have two uses: ambiance and herding.
Wind Chimes - Recipe:
The recipe uses the 3x3 crafting grid. You will need three sticks and three of a valid material. This recipe will yield three chimes. This is the recipe from top-left to bottom-right: [NONE] [Stick] [NONE], [Stick] [Material] [Stick], [Material] [NONE] [Material]. Here's a rough sketch to help visualize that:

Wind Chimes - Function:
They make wind chime sounds when wind picks up. (Perhaps a wind sound could trigger this sound.) These chime sounds are nice and all, but when you right-click on them with an item that attracts a farm animal, a 3-D model of that item will appear on top of it on a little stand separate from the main body. Now the sound of the wind chimes will attract them to the food on the stand within a 50 block radius. This makes herding easier, as you save an active hotbar slot, and the animals you want to herd are now in one group.
It's more than just a herding tool; you can craft them using different materials. These include Redstone Dust, Copper Ingots, Gold Ingots, etc.
