Shatter grass and snow sage: new cold biome plants for spring drop

Shatter grass should be only obtainable with silk touch. Trying to collect it with shears will shatter its Franke frame. Snow sage should be brewable into a cryo-potion which gives freezing effect for 1 to 2 minutes. These plants would add a gigantic amout of atmosphere to the boring snow landscapes, and I think it needs it.
