Okay so creepers are made out of leaves, so it would make sense if they had a rare chance to drop a random sapling. It would give people another reason to fight creepers if they wanted a sapling that they don't have. It wouldn't be too overpowered because wandering traders can do the same, except with this you wouldn't know what sapling you'll get, if any.
