(Legacy Console Parity) Message when players enter or leave End Dimension

In the Legacy Console Edition, a message is displayed to all other players when any player enters or leaves the End. If the console received Update Aquatic, the player that entered or left The End dimension would also see the message.

In either Java Edition or Bedrock Edition, this is not the case. A message should be shown to all players when a player enters or leaves the End dimension on both Java Edition and Bedrock Edition.

    On one hand, it would be nice. On the other hand, you should have it as a gamerule on Java, so that servers like 2B2T don't exploit it.
