shield banner retexture (fixing off-centerness)

the current banners can be off-center on shields and its annoying.

the banner uses a 20 pixel wide texture that works well for the size, and is 40 pixels tall. the shields is 10x20.

this causes off-centerness and should be fixed. many designs are fine but the paly design is eye-scorching.

the banner paly design is 01110011100111001110 if 0 is uncolored and 1 is colored.

shield paly is 0101010101 and is off-center. the simple soulotion is to make it 0011001100 or 1100110011 or 0101001010 for a centered design. 0101001010 is the best for keeping the paly design imo.
